Obtain a License Plate in Pennsylvania

Eligibility for Pennsylvania License Plates

New residents must apply for Pennsylvania title and registration within 20 days of establishing residency. The PennDOT guide to transferring vehicle registration from another state ensures compliance with this timeframe, and the vehicle cannot be operated with an expired out-of-state registration after this period.

  • Residency: The 20-day countdown begins from the day you move. A valid Pennsylvania driver’s license or ID card is required to complete the title application, although new residents have 60 days to obtain one. Military personnel with a valid U.S. Armed Forces Common Access Card may use this document instead.
  • Vehicle: Passenger cars, trucks, motorcycles, motorized cycles, trailers, and RVs require registration. Vehicles marked as “reconstructed” must be restored and re-registered before license plates are issued. Title 75, § 4703 requires annual safety inspections for all registered vehicles.
  • Applicant: Pennsylvania-issued photo identification is required at the time of application. A VIN tracing or verification by an inspection mechanic or notary must accompany out-of-state titles.
  • License Plate Categories: Disabled veteran, severely disabled veteran, Medal of Honor, Purple Heart, former prisoner of war, and Gold Star family plates require proof of qualifying military service. Pennsylvania also waives registration and title fees for qualifying veterans on one passenger vehicle or truck weighing up to 9,000 pounds.

How to Get a License Plate in Pennsylvania?

Initial titles are processed through PennDOT-authorized agents, not directly through DMV offices. Most notaries, dealerships, and messenger services handle Form MV-1 and can issue a temporary registration plate on-site.

  • Bring the original title or Manufacturer’s Certificate of Origin, proof of Pennsylvania insurance, odometer disclosure, and bill of sale, along with the completed Form MV-1 (available only through authorized agents, not online).
  • Every registered vehicle requires an annual safety inspection at a PennDOT-certified inspection station. Vehicles registered in 25 of Pennsylvania’s 67 counties also require an emissions inspection. A 6% sales tax applies at the time of titling (7% in Allegheny County, 8% in Philadelphia).
  • Pay title, registration, and license plate fees to the authorized agent. The agent issues a temporary plate; permanent license plates and registration card arrive by mail from PennDOT.
  • Renewals occur annually, with a two-year option available for most vehicle types. PennDOT sends renewal forms before expiration. Owners can renew online through the PennDOT Vehicle Services Portal, by mail, or through an Online Messenger agent.

The online channel described below covers most renewal scenarios.

How Much Does a License Plate Cost in Pennsylvania?

Registration fees are fixed by vehicle class, but the 6% sales tax on the purchase price and the new road user charge for electric vehicles are where the total adds up.

  • Passenger vehicles cost $48 per year. Motorcycles cost $25. RVs range from $88 to $158, depending on weight. Trailers start at $7 per year for units weighing up to 3,000 pounds. The full schedule is on the PennDOT fees page.
  • County participation imposes a $5 annual local use fee collected by PennDOT at registration and renewal. Not all 67 counties participate.
  • Title issuance costs $72. Transferring an existing plate to a new vehicle costs $11. Personalized plates are $103; special organizational plates are $34. Most military plates range from $14 to $28.
  • Electric vehicle owners pay a road user charge of $250 per year starting in 2026; plug-in hybrids pay $63. These amounts adjust annually for CPI starting in 2027. The PennDOT road user charge page covers registration and payment options.

Can I Get a License Plate Online in Pennsylvania?

Online service only covers registration renewals. Initial titles and license plate issuance require an in-person visit to a PennDOT-authorized agent. The PennDOT Vehicle Services Portal accepts Visa, Mastercard, American Express, and Discover for renewal transactions.

For in-person title work, visit any authorized agent (notary, dealer, or messenger service) or the Riverfront PennDOT Office Center in Harrisburg. Online Messenger agents can process titles electronically on-site.

Mail renewals are sent to the Bureau of Motor Vehicles, P.O. Box 68616, Harrisburg, PA 17106-8616. Include the completed renewal form and a check or money order made payable to the Commonwealth of Pennsylvania.

If the PennDOT portal can renew your registration, use it; the network of authorized agents handles everything the portal cannot.
